BREAKING: Obama outlines foreign policy views in West Point speech

  President Obama sought Wednesday to recast American foreign policy after more than a decade of war in Iraq and Afghanistan. As part of his address, he announced a fund of up to $5 billion to help other countries push back against extremist groups that engage in terrorism, and he discussed the need to provide more help for rebels in Syria battling Bashar al-Assad's government.
