BREAKING: Hurricane Arthur weakens to a tropical storm

  Arthur is now located about 65 miles southwest of Yarmouth, Nova Scotia, with winds at 70 mph. Its effects in the U.S. were mostly confined to the southern end of North Carolina's barrier islands.
